How do I do final upgrade to the cars?

I have 5 cars that are ready for their final upgrade, but it won't proceed to the last upgrade. They are all at -10 cars needing to be built for it to happen. Am I doing something wrong?

I'm in the same boat. I believe you have to spend green cash to make the upgrade happen.
