To unlock a new tier, you have to craft new items. Like the ones that have new over top of them that's what it means when it says 70 more items

What if you no longer have any more styles that say new? do new or different colors count
Answer from: Bayberry
You should have plenty of stuff to make that is new. Check all the sections not just tops or bottoms. I notice no one ever comes in looking for an anklet so make those and just leave them in your closet. But i did not need to do that and was still able to unlock all the tiers with some new patterns left over.
Answer from: TULIP
You can unlock the ones in the tiers you already have by playing the games with the helpers, each new level they go up, another group of patterns on the tier become available. It takes much patience. I have yet to get three of them even to level 2. You can also unlock those locked patterns with diamonds. you have to pay real money for them once you get to the MAXED OUT star situation. The trick is to sew your brains out on any pattern with NEW stamped across it on your pattern choices. I bought material and mistakenly made a pattern that needed 75 pieces of material. half my bolts gone in a flash.
