Criminal screen
I cannot find which planet or system you have to go back to to get the next criminal

Criminals move around. You just have to dock at a Terran station then look at the 'Most Wanted' tab in the missions tab. You will then get a list of them and their route. Go somewhere along that route and scan EVERY ship where the jumpgate is. When you find him he will probably say something and your scanner will try not to go off him. Kill him and enjoy the rewards.
