I'm stuck, I can't figure out time vials

I don't understand the whole time vial thing. How do i get them or where to find them. It has been pretty hard to pass levels. Please help. Thanks.

Time vials are embedded in the bubbles grid of the game. When you pop or release a time vial time will freeze for approximately five seconds essentially adding time to your game. The time vials are only currently available on the characters Dr Vicky, Lt. Yum, and P.A.L. and only if you have enough coins to play the "Awesome" level of that character.
