Does Gandalf's Gift allow a player to move their city to another world that has space available? Or does it only allow a player to move within their current world?

I've just taken some land so I went to move using gandalfs gift but it says I own it and won't let me move wat do I do pls

Pick an open plain in any territory and select it to move to cannot be occupied by another player and has to be a plain
