Is there a way to share my items with alliance members?

Yes of course. You need supply carts or supply wagons and the coordinates of the city you are sharing with. With the coords, you go to the map view and put the coords in the text boxes at the top of the screen and click on the search (magnifying glass), it should put the city in view, click on the city and you can transport or reinforce. Click transport,it will take you to your resources, you choose how much of each and transport it.

Nope, you cannot share items like speed ups or runes.
