Iv got all 6 stones unlocked but still need to buy town hall when is the game over and when ot how do I get Luna?

Once all quests are over/completed and all harmony stones are restored, then nightmare moon will taunt you, twilight will make a speech all other mane 6 ponies say what their element is and nightmare moon will scream NOOOOOOOOOO! And then you get Luna in your inventory.(I know this firsthand because I beat the game without spending a penny on gems.)
