Is there any way to unlock stores other than by stars or money? Or is there another way to get more stars without leveling up or paying money?

Right, you only unlock stores with stars. You get stars with 1.) cash 2.) leveling up 3.) dressing celebrities ( they give you two stars when they like their outfit, which is every time)
