I cant seem to find the eagle. where should i look for it?

It might be around the lighthouse or if you go left at the first fork and left on the second, it may be on the big rock sticking out of the ocean next to the place with the railing on the side of the trail.

I see them flying above me when I go down to the side of the ocean, but they DO look like seagulls sometimes
