Mine came back every generation and reload of the game although the name and hairstyle changed each time. I think you need to wait until there is any jobs for them to do for them to come back.

The maid and gardener only come to your house if it needs cleaning. If there are no wrappers or dirty spots or socks, then the maid won't come. The gardener same thing, if there are no weeds, he doesn't come. Hope I helped!
