Upgrading supply shop

How are you supposed to upgrade in the supply shop? I want to purchase a larger watering can but it says to upgrade, yet I don't see how you can do that when there is nothing showing how at the bottom of that screen

Go to the City Hall building and click on the Supply Shop in the list of buildings there, and it will let you upgrade it.

You have to upgrade town hall before you upgrade supply shop
