Expansion of city

Ok I saved enough bucks to purchase an 11x11 expansion. I thought this bought you a new block to build up, instead it just bumped out the only block I have out each side a space or two! How do I acquire more land to build on like I see other cities have multiples of?

You can only expand one square block at a time. Yrp! it stinks!
