Wastelands guards
How do you get past the guards in the wastelands that won't let won't let "strangers" in?

Not sure but if you look at the map you are on the edge. Not sure there is a layer past it..

You can not get in yet until you get to the quest that requires it because otherwise you are not going to be able to get in.
