I can't date any of the contacts I've made?

When I go into a restaurant to call a date, it only shows two people who added me through game center, none of the game contacts. I have a task to date a c-list or higher, I'm b-list and have plenty of Clist and higher contacts, but why can I not call them for dates?

You have to have flirted to the person. You won't be able to just call anyone up they have to have 1 heart out of so many in order to date them
