Ch 4 Syringe and rubble

Im trying to burn the rubble in the passage, but Joe says he can't do that. Ive tried using the syringe and the lighter and with each he refuses to do it. Am i supposed to bring something down there?

You have to saw through the bars (in their original form). you can find the saw in the red bin once you break the lock with the pole.
