You can only move buildings after your city hall reaches level 3. It will cost you a dollar point for each buidling you choose to move. To move the building, you click on the building. Then click the plus icon next to the name of the building. Next click on the double ended arrow icon. Now move the building by clicking the arrow in the direction you want it to move. Click the check mark when you are happy with its position.
