This depens on the map, i would suggest these booms for these kind of maps.
Flat > Super Boom & The Stig
Air maps (Flying and spending lots of time in air) > Flame Boom & Ghost
Rocket Map > Astronaut
Bouncy maps (Lots of ramps you wanna avoid) > Ninja & Knight
Hope this helps

Addressing your first question, it depends on the course that you are playing. For most courses, you need speed, so the superhero character and/or the astronaut character are your best bet. However, there are some tracks that are a little bit trickier and require characters that have different powers. For example, on icy tracks like the ones in World 3 (Frozen Hills), you want to use characters like the knight character and/or the karate character because they have better grip on can stick to slippery surfaces very easily. Also, for the World 2 (Lost City) track "Get Back", you probably should use the fire character and/or the ghost character because they have better air-control and can change direction in mid-air quickly and efficiently. Lastly, for tracks like "Jump Up High" in World 2 (Lost City, you should use the ninja character because he has stronger jumpboards and therefore can use fewer jumpboards and save a lot of time.

Addressing your second question, the seat and wheel have no effect on your driving and are just for show.

*Please note that I only have played Worlds 1 & 2 and a few tracks from World 3 so pardon me if I miss further advantages certain characters have in later worlds as I have not played those tracks.
