Where do i find it after the first time?

Hit your cities name at the top left of screen...middle of the screen will be six choices...recruit research, etc...there is a button, forget the name of it...has picture of the gold octagonal coin on it though...hit that button.

What Mistar means is the Fortune construction in the middle of your city. Just to the left of your loyalty flag

Well it really depends on if you have a graphical city or not. graphical city: next to loyalty flag or beginners protection flag and non graphical city: the hexagonal gold shape.
