How do i level up - buy all the ships

I finished the game and i cant buy the victory or any ships higher than battleship. how do i know when ive reached a level high enough to buy all the ships

You can level up by constantly attacking ships, *note leveling up is a very slow process. the highest level required to buy all the ships is 16. the strongest ship available is the 'big' on treasure island.
