Just keep repeating it.... here is a method of doing it faster without going back and forth to accept the mission....
save infront of the water dragon then do the mission... if u fail to obtain one then click on menu then click on load then click on ur profile and fight him again then u keep repeating this until u get it.
also u can use this method in anyway such as mining... like obtaining green minerals without wasting time of going back and forth and without wasting pickaxes.

I have fought tetenga like 20 times no joke. i have never gotten the fluid... i think the fluid of water dragon is just an uncommon drop. keep hunting tetenga untill you get it!

You must get a "guardian of hell" quest from evan at base of dubaq to get a fluid of water dragon recipe.
