Why i can see others build level 40 building at level 14

Why i can see others build level 40 building at level 14
I am at level 14 and had bulid all buildings limited to my level. but i see others at my same level building higher level unit buildings i.e buildings that unlocks infantry require me to reach level 20 but some at my level already building it. pls advise. thks

They have the old version of the game which did not place level requirements for unit buildings

The people you see in your rivals list are not all on your level. Even if the game says so. I've allied strong players who were the on list. When they were rivals, it showed me we were on the same level. After I allied them and checked their profile, it showed that they were 20-30 levels ahead of me. Careful who you attack.
