Lieutenant ranking unit

I have reached lieutenant rank and I should have access to a new unit: some sort of sand vehicle in the ground units but it is still locked. I am upgrading robotics and weapons facilities but it is still locked. How can I unlock it?

You only gain access to the unit 'expert attack drone' when you get the captain ranking. If you look at the reward in a particular rank it is telling you what you will have access to when you master that rank. i.e. move on to a higher rank
