Getting levels to unlock on chapter 3

I'm stumped. I only have about 12 levels open to play on chapter 3, of which I have 3 stars on all of them, but still no new levels are unlocking. Playing on ipad. I'm not sure what else to do since I have 3 stars on those 12 open levels of chapter 3. Now I don't have quite 3 stars on all levels of previous chapters, but quite a few I thought. Please tell me where to concentrate my efforts. Thanks!
