Buy and birthday cake (From the party section) and then click the birthday cake and then it will give you the option to pick which sim you want to age up.
Answer from: BasicFangirl
You can either do the birthday cake thing, which costs money, wait for the sim to naturally age up, or do testingcheatsenabled true and shift click on the sim. Once you have shift clicked, either edit sim in create a sim where you can make the sim younger or older, or trigger age transition.
