New towns and switching households?

OK, when i played the sims 2 you were able to create towns and switch households is there anyway to do that now?

Go to the menu(where you save the game)click on edit town then you can do a bunch of random things like move city hall to a new place. you can auso move a family into another. if you click on it and you dont have that much family members you can have copies. you can even use some other bildings to make a home(must not be ashily a home,you need to have comunity on it)happy gameing!
