how to catch a legendary pokemon in pokemon vortex is to have atleast 10 pokemon and have about 100 battle points and have all gym badges, then you will be able to get legendary pokemon. remember that they are legendary you cant find'em that easily, so ye it will take a long time.
if this does not work then i suggest a trade (all of this is what i have been told and it sure did work for me)

Once u defeat all elite 4, gym leaders, battle fronteirs and chapmoins, u will find them ince i found an aceint azelf. it will take a while, though.
