The fence and water glitches

How do we get over the fence cause i once saw a user over it and i don't know how to do it!!! please help me cause it looks super cool over there. by the way can you go over water by any chance? please answer my questions!

You cant its fenced for a reason the user you probably saw would probably be a gamemaker, sherrif or rangeer and the water is unswimmable u cant go near it, sorry.
