Eco engineers anno 2070
I need 1200 eco engineers i am stuck at 1198 can i manual update the houses because auto is not working help me

Try building more houses - the game maintains a certain population ratio, so that you've always got people at each level. if that doesn't do it, try adding more public services (fire, police, etc.)
finally, if you hold shift you can lower the tax rate beyond the final "snap-to" setting, which will speed up development.

Choose proper program from the media center of your city to increase pop.

If the "house-menu" says that the house can be upgraded (a big, white arrow will appear next to the taxes/ name of the building), u can select the house and press "U". then it will instantly upgrade
