How do i catch hickey when i'm chasing him. i cant understand it

I can catch him by taking a short cut to where he comes back on the main street. I am having trouble tackling him from above to earn the full 100%. You may also be asking what to do when you catch him. Choose tackle when you close and you will bring him back to the other prisoners.
