Game ends at level 24?
Stopped at level 24, no quests popping up. Katniss showed up at the forest escape though, but what now? It asks if I've met Rue or any other tributes, and I haven't!

Sounds as if the game has glitched for you. Try pressing "back to world" button at the bottom right hand of screen. If you have already tried that, all i can think of is to report it to the company of whom made this game.

It says that everytime you make it to the "last" chapter. When they update again they add new chapters and stuff, it also says "coming soon" under the questions if you didn't see it ;)
