How use the cheats?

Hello, I have completed this game a lot of times, but I always wandered how is it on noclip mode to check few things out. The problem is - I did everything it's said, and cheats don't work. I even tried to start game with command "+set developer 1" and like it was in call of duty 1 "+set monkeytoy 1 +set sv_cheats 1", still nothing. What else can I do?
