Done at 75%. Now what?

So I finished the game, Killed Mercer, got all 45 blackboxes, all lairs and all mutations, But I am stuck at 75%. What is missing?

Did you finish all blacknet mission sets and got rid of the field ops? even the same thing for me well i got everything completed but i am in 79%
