Why chidori doesn't work?

When we got into the chained chamber at oro's hideout at certain area chidori could not break the rotten door..why??

Because your chidori level is not 3

How to get the chidori to that level. i am stuck on the 10th gate... chidori does not break the wall. It kept showing that "You don't seem to be able to deactivate this device at your skill level." Help Please....
