In order to get yondaime (4th hokage; yellow flash),
player must beat all the clones that scatters in the game,
and complete the books that have provided earlier,
yondaime is the last clones in the game and he will wait you on top of the konoha headquarters roof. (forgot the building name, sorry)
defeat him, and you will obtain him.
yellow flash versus sasuke (shippuuden),
will blow your's eye to match with their speed.

Yondaime : you have to fight all clone to fight yondaime(minato namikaze) at hokage's roof. Then you have to finish sasuke first.
Sasuke : You have to complete orochimaru quest and you have to unlock the orochimaru hideout.
