Where is it and how do i find it cause i wanna shoot ppl all over Steelport

You can only have the Genki Mobile along with the Genki Cannon vehicle by purchasing the Genki add on pack. There are two of them so read what each comes with. Or you can play online with someone who already has the vehicles and use them then, but they will not become yours once you are done playing online with that person
