I finished the Outsider storyline but didnt get the rock. How do I get him? Also I won the Elimination Chamber match with the Undertaker but didnt get HBK. How do I get him also?

If you pre orderd the game after the outsider storyline you would unlock the rock

No. If you preorder the game you get the rock as a code inside the game case, it looks like a card with the rock on it and you can use that code any time and you will unlock the rock. To unlock HBK you have to buy him from the WWE STORE.
