How do get into the intensive treatment facility when the sniper is on the roof?

You have to take out the sniper in order to get a way into intensive treatment. Get onto one of the watch towers in the area and use your grapple line (the straight line one) to propel to the snipers location. Once you take out the sniper on the platform then there should be a door that you can go through.
