Unlockable cheats

There's an option where you can buy cheats within the shop with credits, once you've completed the game. i've completed the game on normal difficulty, seen the epilogue (dropped a tear) but when i went to the shop, it said i haven't finished the campaign. why aren't the cheats available? is it too much to ask for health regen...
