Throwing batarang at fuseboxes

I keep throwing the the radio controled batarang at the fuse boxes and it doesnt do anything. it just keeps telling me, "a batarang should hold enough charge to overload the fuse box". now i am stuck in the cooling tunnels inside the steel mill. what am i doing wrong??

You have to throw it through the electricity first. took 4000 attempts, but it does work!
