You simply can't. i tried it to, but i couldn't get to the other side.

You can just do this cheat circle, x, down, circle, x, up, l1, l1 cars drive on water then use a car and look for any place in the island that has some edges that a car can dock

Yes you can you need the cheat called car can on water then just get the car on the water then you can get to the outher side

You have to keep on doing missions and there will be a mission where you escape to another island. after that, im pretty sure that the bridge will be unlocked
