Go to fort baxter in mission 58 (over the top) you will see hunter helicopter

If you are too lazy to complete the game you can just download a save game of 100% completion play with that game.

I dont know how to get a hunter helicopter but i know how to get a maverick helicopter here's the way im doing it ; first find a way to go on 2nd island then go to the police station then climb up in the stairs and you will see a maverick! but dont crash it. it will gonna blow up too fast.
