First equip shuriken, tracking shuiken, and paper bomb. and when fighting the two tails hit it with shuriken and then when he runs at you put a paper bomb and dodge. keep doing that until his life is low. if you ran out of shuriken use tracking shuriken. then hit it with all you got, and you should win.
