Yes, and you do not need to talk with them. just stand right in front of them and give them a wink (control cross on the controller, press up and your mii/avatar will wink) - the local will respond and wink back.
repeat until you got the star

Actually, you can wave to any local, meaning anyone at all you see, wheter they have a sign above their heads or not, just press up on your wii remote whilst facing them and then they will reply with a wave or a thumbs up. keep going then once you get 20 you will have a star. hope i helped!! :)

The "locals" are any people who dont have a speech bubble or icon above their heads. just go up to one and preess up down right or left on your wii remote to talk to one!

The locals are normal people you can find just about anywhere that don't have anything important above their heads. To get the challenge star called "Spoke to Locals 20 Times", use fun gestures (press any direction on the Direction Pad on the Wii Remote) in front of these people and they will make the same gesture back at you, unless they're using a different mode of transportation. When this happens, you "spoke" to someone! Do this twenty times to get the challenge star!

Just go to any resort and press up on the control pad and the local will wave!! Hope this helps!!
