There is a party outfit that you get in the city resort. you also get shop keeper, helper, celebrity, casual, pajamas & wild. i had wondered if it was the "pretty dress", so i guess you could where it anyplace.

You can't wear it in villa grounds unless you are using a avatar. But you can wear it in city.
