I don't think you can, really. :B Unless there's something I am ENTIRELY missing out on, you can't change Meta Knight into Galacta Knight, since they're meant to be entirely seperate beings and all. You can battle Galacta Knight in the True Arena, which I'm fairly sure you get after beating the arena, which seems reasonable. I'll warn you, though, It's certainly very hard. xD
