You have to stand to the side of it at a certain angle just keep trying

It took me forever. Just keep trying different angles.

Took me forever too. You have to be on the platform square thing near the double doors at just the right angle and the hit webrush andy you'll finally get the blue light thing you need to be able to turn it when you release the webrush button.
