The burrow is in the Arcane Area. When you enter from the other area, go strait and you'll see that area where you jump up to summon Reshiram. Keep going and the dirt path in the area will lead to this little place with a burrow. That burrow. My friend got them all and she can't get in... So I don't think that answer works. I'm gonna do more research on it to find out how to get in.

I's either a rumor or you have to get 40 vast white quills. If that doesn't work, it's sadly a rumor
