Glitches once completed Arkham Asylum Antics?

Once i freeze the water which Bain crashes into, the game shows as completed. It takes me back to the batcave and there is no level 4 to select. I have completed level 3 several times and still keeps happening. Any ideas how to solve this?

You could look in Gotham city for the Batsignal on the ground.
