Missing Joker and Penguin
I found both Joker and Penguin but did not have enough coins to buy them. Now that I have enough I can't locate them in their hideouts again. Where are they?

My thoughts are this is some unforeseen glitch the programmers didn't anticipate. I'm missing the penguin for the same reason. Likely they'll have to make a patch, unless u feel like starting over and deleting your saved data.

I feel like an idiot now. Was able to refight the penguin in Gotham Zoo after realizing I kept looking in the lower half of the globe, while the penguin fight is in the top half. This could be the same problem you're experiencing. As for the Joker, go to the map at the Acme chemical plants terminal and rewatch the location seen for the joker. This should help get the exact spot where he is.

You just have to run around the spot for a little while then he will pop up

Go to a blue lighted remote bat terminal near the villians, search for penguin and joker, click on show villian, it will make them pop up, click go to location and then go get 'em.
