How to unlock Free Play in Gotham City?

I completed story mode and could use different characters in Gotham immediately after level 15. I ended the game (can't remember if I saved at a checkpoint or not). Now when I load the saved game I'm back in the batcave stuck as Batman, Robin or custom character. How do I get back using freeplay mode and different characters in Gotham City?
